How the site score works in the Netherlands

A site in the Netherlands scores up to 100 points on 4 public facts: area, distance to the substation, its voltage and distance to Natura 2000 areas, adjusted for grid congestion where its status is public. Each country's score uses what its grid operators publish, so scores compare sites within a country, not across countries. Each part is linear between its two ends or goes in steps, so the score is easy to check by hand. It ranks candidates for a closer look; it is not a valuation.

How sites are built

Kadaster parcels of 1 ha or more within 2 km of an OpenStreetMap substation of 110 kV and up. Strips (roads, railways, canals, dykes: a mean width under 25 m) and parcels mostly on water are dropped. Parcels that share at least 10 m of boundary merge into one site, longest shared boundary first, up to 50 ha; a larger parcel stands alone. The largest sites are kept. 250 sites touch their substation and are ranked apart: most are the station's own land.
